Does the Off-Season Pass take the place of the Discover Pass?

No. The Off-Season Pass is not a Discover Pass, and it does not take the place of the Discover Pass. The Discover Pass is still required when visiting a state park for the day and to visit lands managed by the Washington State Department of Natural Resources and Washington Department of Fish and Wildlife.
